Interesting fact, 80% of satellites are now built outside the US. A surprising number of cubesats are built in the UK for example. The US regulatory framework, which has decades of legacy and history working with the likes of Lockheed has frozen the industry in the risk aversion. Only in the last five years have satellites been removed from the munitions list. Have fun with all the legal paperwork to hire an immigrant to work on a space project.

Most of the work is now done elsewhere in places that don't have a space legacy, because of this exact risk aversion.
