I think it would be a good idea for states to issue a “license to drink”.
Often, when people abuse their right to drink alcohol, the state will take away their license to drive, which makes very little sense to me. By doing that, you’re potentially taking away their ability to commute to work and make a living, but leave intact their ability to go to a bar and get wasted and start a fight.
Issuing a license to drink would allow states to sanction violations of alcohol laws with punishments specific to one’s ability to procure alcohol.
