Not necessarily; the excess power goes to waste after whatever batteries the grid has are filled.


Dams are effectively batteries. Total production over a month is roughly fixed, but second by second they have a lot of flexibility.

Pumped hydroelectric was invented afterwards to fill the same role.


You could ramp down coal plants instead of just wasting the excess power


Except you need to provision for peak demand.


Which Hydro is brilliant at, it's literally stored energy waiting to be used by opening the gates.
