I haven’t seen anyone ask this question yet: do we LOSE anything by removing these fees? Does the incentive structure change in any meaningful way? i.e. do we need these fees in order to incentivize the production of quality standards?

I agree that the fees seem like annoying gatekeepers, and antithetical to the purpose of standards. But if we remove them, where do the economic incentives come from?
