I'm pessimistic about this.

Without network netural principle, ISP can easily take away user's rights by putting them behind NAT, and censor their network traffic "for their's good".

Decentralization cannot solve this. It's a political issue.

Really would be nice to have a decentralized network layer too. Starlink may help but something more ad hoc with no ISP would be way better.

I am very optimistic about GNUnet, which uses the decentralized Gnu Name System. It's in its early stages but already works pretty well.
