I always find it quite funny how many people label themselves as "Expert" in each category. It's always a large majority.

I've been doing JS for 13 years and I am far from an expert. I don't think you could ever really be an expert except for a brief period and only in a narrow area.
There is a clear definition of what "Expert" means in SoJS survey. It's always under the question. In case of CSS it's "Able to style an entire front-end from scratch following a consistent methodology" and in case of JS it's "Handling advanced front-end patterns (state management, data loading, etc.)".
It has nothing to do with people labelling themselves.
