Not entirely. There are third party TB controllers by now, the problem is they're heavily guarded by NDAs.




As far as I know, only Apple is producing their own Thunderbolt 4 controllers so far.

Also, I heard that Thunderbolt 4 is the same as Thunderbolt 3, except all the optional features from 3 are required in 4.

Hopefully we'll see more Thunderbolt 4 silicon from different manufacturers as USB4 rolls out. Seems like we'll probably see that over the next year or two if it's going to happen.
