There are people in the academy that did not get caught and will, in your conclusion, take even bigger shortcuts.

However, these cadets have possibly learned a painful lesson that they can always use a reminder to do the right thing.

Let them be significantly punished, and know this was an excellent bootcamp following the Honor Code.
