I’m not sure if they were anomalies. Trump advocated not to use mail in ballots, Biden encouraged everyone to stay safe and use ballots. So it’s likely that ballots would overwhelmingly have support for Biden.
At this point, all we can do is speculate. Unless someone produces hard evidence that holds in court, there isn’t much substance to going down the rabbit hole of speculation.
