They need California much more than California needs them. I wouldn't be surprised if strong-arming their employees is the only leverage they have.

I’m not sure I agree with your assertion. My parents heavily rely on Uber after they lost their last good set of eyes.

Nobody's forcing Uber/Lyft/DoorDash to close up shop, despite their cries of poormouth. There are also lots of free and discounted disability shuttles out there, but that probably depends a lot on location (though so does the availability of gig-taxis).
