Call me a pessimist but I think it's gonna end up as usual.

Some European BigCos are gonna grab big bucks and show barely anything for it. Smaller fish are going to massively milk the program for grants that vaguely have something to do with the cloud. All the while the eurocrats are going to gather political points.
