Not exactly cheap but run.pivotal.io (cloud foundry) and openshift online are both $25 GB/min which is a little more accessible. I'm not sure about Pivotal's online platform but PCF has some pretty simple autoscaling plugins that could spin down instances during low usage

A lot of Fortune 500 companies have Cloud Foundry setups and it's built on some of the same tech as Heroku so it's fairly accessible
