No. It asks you at first whether you want to use chrome, firefox or any other browser installed. You can choose an option once or always.

That sounds reasonable. What macOS does is from time to time it uses the notification system to ask you if you would care to switch to Safari, the choices being "now" or "later", there is no choice such as "never".

Strange, i've used macOS and Chrome for more than ten years now and can't remember ever seeing that.
