Yes, taking advantage of PGO is hard. But with the right infrastructure you get very accurate profiles. For example many large companies will gather the profiles from the previous version running in production. I have even seen cases where the new version was fed replayed requests then recompiled with the recorded profiles.

So yes, PGO is hard, but if you collect representative profiles it is a massive improvement.
