"Needs" may not imply "currently does not use enough". "Why the human body needs water" could be a popsci article.

It kind of does though? I.e. I’d expect that article to be about why you need to keep adding water to the human body (by drinking water), whereas an article about “why the human body is mostly water” would explain why it is composed of water rather than why it needs more water.
