This is a per peeve of mine, in my (perverted) mind the developers/programmers (not only web related) that usually work and use (it is fine, it is their work, they deserve the best of the best) high performance hardware and connections should have a low performance setup (simulated in a VM or simply some oldish hardware with a limited amount of RAM and a slowish processor) where to test what they release to the public for interaction/responsiveness/etc.

In my experience, bar the professional developers or programmers and a few designers, architects, engineers, etc. , the only people with high end hardware are gamers, all the rest (both at home and in the office), for different reasons tend to have relatively underpowered machines.
