There should be [more] publicly-funded, non-profit organizations that do research for research's sake, whose fruits are made available to all.

To avoid the problem of controversial projects causing some funding sources to pull their support, there could be mechanisms for funding individual projects.

And to avoid the risk of reappropriation by a government or military, they could be hosted in the EU. :)
