This is the model that NZ (similar size/population as Oregon) followed. We have the network provider, which can be regional. ISPs compete for pricing model and peering etc, and the ISP manages the home installation, but all ISPs use the same network.
It is a country wide rollout, subsidised by the government (maybe loan, but govt takes risk?). They haven’t solved rural access.
