I think they mean Texas soon, and New Mexico in the near future. Maybe better to have written:

and we'll soon expand to Texas, and New Mexico in the near future


Yeah that's what it's opposed to, before we knew nothing about their plans to expand and now we know it's happening soon instead of "soon" (hopefully)
