That would be the CALEA access that the US Government has to telecomm networks. Google "The Athens Affair" for another sordid episode of CALEA access getting abused. The only question now is "Was the USA or China getting access to Athens' telecomm network?"

Also, the direct implication is that the "golden key" sought by our own FBI and Attorney General Barr for every encryption system would be abused for access by intelligence agencies the world over.
