(If you've studied Foucault, you'll recognize that power and influence are inherently tied in with the concept of discourse. Public speech happens all the time, but it only gets labeled "discourse" when it influences or is intended to influence society in some way.)

The way you put it above seemed to imply the discourse in society as a whole, not a narrow and unrepresentative segment of it.
