I share your point of view.
The decision making process as described in the piece is such a timewaster and also very, very common in large cooperations. Mainly because management is highly cautious to make decisions at all. They tend to leave it up to „experts“ so they can shift responsibility just in case. This is also the reason why they love to hire consulting agencies and waste so much money on irrelevant powerpoint slides. The author is simply wrong. MGMT should be courageous, resposible, involved, highly informed and reflective!
