This is part of the reason I like the "reactji" of slack / discord / etc. They don't cause a new message notification.

Because of that, they're less interruptive, and you can do some interesting, useful things. Like lightweight interaction - we "seed" an up/down arrow pair for voting, people just click one. How is that really any different from someone engaging in off-topic banter in an IRC channel? Humans are being human and I don't really see how the problem as you describe it is somehow specific to non-IRC mediums.
