H1b is frequently if not entirely issued to people with dual intent.

Regardless, unless you are an immigration lawyer and extreme pendant, H1b holders are immigrants.

The US classification of immigration intent is not relevant to whether they are immigrants in the common sense of the word.

Any link to support your edit? Because when I've got an H1B visa nobody asked me about any vaccination. There is also no mention of any such requirements on various immigration sites listing documents needed for stamping an H1B.

Same question as sibling comment. I did not have to provide proof of vaccination until I applied for a green card.
