The barriers are mostly cultural, but even the technical ones are huge. Including non-C code into the Linux kernel would require a lot of internal momentum, because of inertia. On the technical side, it would require everyone downstream of the kernel to update their build process.

That said, there is little stopping you from experimenting with writing your own kernel modules in Rust that wouldn't need to make their way into mainline.
