So how can I become a minister or manager? If it doesn't take domain knowledge, then what roadmap / path / strategy do I need to become one?
It's a real question I have on my mind after reading this.

Having good leadership skills and a successful track record (strong plus if they come with clear and measurable ROI). That and being able to master networking and public interactions (which a good leader knows to do anyways).
