Are there any good resources or studies on the effects of laws against technology that is widely available & easy to implement?

I would imagine a culture's history has a great effect to. Guns in America for example.

I am curious how one would police data privacy when it's incredibly easy to collect data secretly. Do you only go after the big offenders?
