If we started the colonization of the galaxy in the year 2500 with 10 planets I suspect we would just wait and see if we came across a society with the level of technology we have today. After all, why take the risk of meeting a war like society that lobs nukes at each other?

Just leave a few probes nearby to keep tabs on them and see if they advance to a level that's interesting.... or scary.
