What makes you think California is less NIMBY than the local municipalities?



It is. AB 2923 (forcing cities to allow housing on BART land) passed easily just last week, for example, despite opposition from every involved municipality.


It passed the committee, but I think it still needs to go to the Senate for a vote, unless I'm not understanding California politics.

Passed the Assembly. May need Senate committee actions before Senate floor vote. If it passes there, it just needs to avoid veto.
