What's so bad about this? I know how to make web documents but I still do this. Email attachments are available for as long as the recipient chooses to keep them, and can't be changed once they've been sent. Sometimes that's a feature.
Maybe a revision system can be baked in. Like the browser could show you what has changed since your last visit. And you could see how a web site looked like on a given date.
