What is missing is a government actively pushing this scheme - which China is doing with their "social credit score".

An intermediate step would be selling of derived data to anyone, not just companies interested in hiring you but really anybody.

It is never mentioned how things came to be in that episode. I'm sure there was a lot of government in it, as is in all the episodes of the series.
