Isn't the final "." supposed to be inside the quotes?

IIRC, that's one of the rules that I intentionally break. IMHO, the stuff inside quotes should have whatever punctuation it needs and there should be sentence-appropriate punctuation outside the quotes as well.




The one I try to pay attention to is when you're quoting, and continue afterwards.

"He said that he was finished," he stated. (For example) -- but only because I can't think of a more appropriate use of punctuation there, really.


It varies from country to country. And from style guide to style guide.

Also, just for what it's worth, affect and effect can both be both nouns and verbs.
