I think part of the problem is that Ballmer doesn't have a deep technical background. And unlike Jobs, he doesn't have a world class sense of design to point him in the right direction.

possibly also that he doesn't seem to consider MS as a consumer company, pandering more to enterprises and OEMs.

And he seems to dismiss his competition with hyperbole.

...it's a wonder he's the CEO, really.
