It's the percentage of users on Linux running Firefox, so a simpler possibility is that a substantial number are running Chrome.

I think more and more distros ship some compile of Chromium these days, or perhaps iceweasel/icecat (the GNU "fork" formed after the debacle with Debian over trademarks).
