It mostly just sounds like the income-to-population curve is shifting from a Gaussian to a power-law curve. The power-law curve is gonna have a longer tail, with the "upper-middle class" making up more of the population (integral of the probability density function), even while the density at any given point along that tail is much lower than the density used to be for the right one-to-two sigmas of the Gaussian.
