I don't like either result of discussing whether or not terrorists use encryption.

Terrorists used unencrypted communication -> government will want to spy on everyone's unencrypted content more.

Terrorists used encryption -> Government wants to restrict encryption.

Instead discussion should be around what is already legal but wasn't done and why.
