I had the same question! From what I can gather, the black hole is plowing through gas, when the gas gets too close to the black hole, it gets sucked in and forms a disk around the black hole. As the gas disk spirals in towards the black hole, it gets heated up and shocked, causing it to fragment and form clumps. These clumps eventually collapse under their own gravity, forming stars. How cool is that!
This study is disingenuous. It seems self evident to me that as the amount of wealth increases the amount of luck needed to get there increases. But, its possible to improve your chance of getting lucky. It might not be worth the effort but it is possible.
Agreed -- Working hard and strategically for an extended period of time drastically increases your odds of "getting lucky."
And the most successful people in the world aren't "just the luckiest." I'm sure that they required luck to achieve their wealth (as most if not all of them would probably admit), and if they started again from scratch, they may not reach the same extraordinary heights of success. But that doesn't mean they're just lucky. If you study any highly successful person, you'll almost certainly find specific qualities that made success for the person (in some degree) exceedingly likely.
Many people might read a headline like this and then, consciously or unconsciously, marginalize the accomplishments of successful people. I think that's the wrong approach. Instead, I think it's better to focus on (i) improving yourself and your circumstances, (ii) taking action on what's directly within your control, and (iii) learning from successful people. That way, you'll increase your odds of success, and even if you don't reach your goal, you'll be a better person.

It analyzes text and generates new text in response. That's all it does... that's the extent of its capabilities. This isn't Skynet, it doesn't have control of the nuclear arsenal.

If this thing gets released to the general population, fooling gullible people could go very badly. Imagine a disgruntled person with mental illness forming a relationship with the bot. The bot feeds into their delusions, then hallucinates instructions on how to commit mass murder, egging on the human user and indirectly causing a catastrophe.
"Analyzing text and generating new text in response" is not by definition harmless. For example, that's the job description for many remote employees. Suppose your cofounder told you that one of your remote employees was sabotaging your company -- would it be safe to conclude that there was no issue, because the remote employee was simply "analyzing text and generating new text in response"?
Kevin Roose is a seasoned tech reporter, and he said he had trouble sleeping after his chat with the bot. ("I felt a strange new emotion — a foreboding feeling that A.I. had crossed a threshold") So I don't think we can rule out anything here in terms of the impact on the general population.
You're correct that the bot doesn't have control of the nuclear arsenal... but is the military going to make a special effort to keep people who do have their finger on the trigger away from this thing? In my opinion, it is worthwhile to spend time thinking through the worst-case scenario, same way you would consider edge cases in safety-critical code.
Launching nuclear weapons takes an order from the president which unlocks encrypted launch codes. Those orders have to be sent to actual missile silos and submarines where a chain of command verifies the order, verifies the launch codes, and two people have to independently engage the launch system. There are many fail-safes in the entire system, one single person fooled by an AI is not going to launch anything. The system is designed to thwart actual bad actors like foreign spies and intelligence agencies. I am confident there is truly zero risk that a chat bot will cause nuclear weapons to launch.
It would be a fun exercise to ask it to help write an extension program that lets it run arbitrary code. I don’t think it’d require input from MS at all.
The thing I’m not clear on is how one could ensure any new information makes it into Bings training data ASAP.

It's not running any code. It's a set of billions of numeric constants that are summed up and calculated against an input string to generate a new string. That's all it does... it's not running code, it has no capability to run code.
It can _pretend_ to run code by telling you output it thinks would happen if code you described is run, but nowhere is that code actually running. It's making it all up and just generating text.
As someone who's been reading discussions of AI safety for over a decade now, this comment fascinates me.
For years people claimed we could put a potentially dangerous AI "in a box", keeping it away from actuators which let it affect the world. Worrying about AI danger was considered silly because "if it misbehaves you can just pull the plug".
Now we're in a situation where Bing released a new shockingly intelligent chatbot, Twitter is ablaze with tales of its misbehavior, and Microsoft sort of just... forgot to pull the plug? And commenters like you are saying "might as well let it out of the box and give it more actuators, we're sort of beyond the point of no return already."
That was quite the speedrun from dismissiveness to nihilism.

Spencer is a lukewarmer - he believes the Earth is warming, and it's partially due to human activity. I'm also a lukewarmer (we are not only still coming out of the last ice age, but we a recovering from the Little Ice Age, when you sometimes could walk from Manhattan to Staten Island on the harbor ice). (I'm unconvinced about the role of CO2, though). His book, Global Warming Skepticism, is a fair assessment of the skeptical case, I think.
The main thing about Spencer is UAH: to me, it's the only reliable data on global warming, and it's telling us there's not much happening. On top of which, I expect the rest of the world to get off fossil fuel long before there's any noticeable problems due to global warming. All the fuss is about computer model projections, which are not being confirmed by reality over forty years of satellite measurements.
That's exactly the feeling I wanted to provoke with my comment.
Please know that I'm actually not proposing to go through with that. But I'm fairly sure literally anyone with enough programming skills to call the Bing API and extract and run the resulting code could do it.
So I'm not nihilistic in the way you described, but I am pessimistic that somebody else is willing to go through with something like it.
Edit: The whole problem with the "AI in a box" argument from the very beginning has always been actually keeping the box closed. I'm fairly sure that just like Pandoras, boxes like these will inevitably be opened by someone (well-meaning, or otherwise).

There will be some site somewhere where the login is a GET request. Or even just an unauthenticated API. It's only a matter of time until we see bing being made to actually do things on the internet.
It does not matter if it only conjures up words, the words have meanings if you plug them into something. For a start someone who is mentally unstable might interact with this thing and do something to themselves. However once you start driving an API from it (eg: you plug it into your home automation or give it a terminal) you suddenly enhance the capabilities and opportunity to create damage greatly. I absolutely would not be surprised if we see someone feeding the output of a chat model like bing in to something, where the API ends up creating damage.
I'm sure if you were to create an API that shoots a gun that is pointed at a prisoner, and you tell the API that it can now fire the gun by sending a JSON message to it, I'm sure the API could be convinced to execute the prisoner. And that I'm sure would open up all kinds of questions that society hasn't grappled with.
It's a chat generator - that's it. If one decided to connect a dragon's fire breath in Skyrim to a gun aimed by converting a human location to the in-game player's location (which the dragon aims at) then yes "the dragon" is now deadly.
Yet there's a reason "the dragon" is in quotes. Because doing this doesn't now somehow make the dragon real or responsible for its actions. The only question society has to grapple with is whether the person who did this should be charged with first degree or second degree murder. Because this has absolutely nothing to do with the dragon, and everything to do with the person who decided to tie a video game dragon to a real life gun.
I agree we should charge the person, but there's another important question here... supposing the AI was given a deadly capability like the one you describe. Can we be confident that it would relinquish that capability when requested? Based on the screenshots I'm seeing, I don't we can be confident it would.

Again, it's a chat generator. It has no ability, whatsoever, beyond generating text. It is not "relinquishing" anything, and you're not "requesting" anything from it. It has absolutely no role in this, anymore than the dragon in Skyrim does.
The dragon is pretty dumb. The difference is that this is generating output that can be fed into a system which performs an action. The problem would be connecting the AI to something that performs potentially problematic actions.

Iran's history is quite an interesting one if you're not familiar with it. In the 1950s Iran was a relatively secular democracy. They had a mixed relationship with the West, but it was workable. When they discovered that the West was not fairly paying oil royalties as agreed upon, they moved to nationalize their oil.
This was unacceptable to the West, so we covertly overthrew their democracy and installed an unpopular autocratic monarch in 1953. This Monarch would then rule for the next 26 years until in 1979 they would have their own "real" revolution. It was largely led by Islamic extremists, and they replaced our puppet monarchy with an Islamic theocracy. And this theocracy not only has a pretty negative view of the West, but for some reason always thinks we're trying to engage in covert actions to try to overthrow them! Go figure.

Apart from the question why it wasn't shot down before entering airspace, sensitive information it collects is altitude wind patterns over missile sites and inability of administration to make a decision.
They mention in the article that the balloon only provides a marginal increase in surveillance capability when compared to LEO satellites. Considering the US pioneered a lot of satellite surveillance technology I imagine they have built everything accordingly since the 1960s and there's not much the Chinese can see from space or a balloon or I'm guessing even from a low flying Cessna.

Military intelligence gathering is so common that countries basically agree to not start a shooting war for overflying each others country gathering military intelligence.

Also military expansion in the region (e.g. the Philippines base) and direct aid to Taiwan. The problem for hawks is what everyone sober is already aware of: there aren’t many ways to contain a nuclear power with a large advanced economy next to its borders which don’t quickly end up in a pretty dark scenario.
Not that China needs to be contained anyway. The only worldwide threat to national security is the country with 800 military bases worldwide and a hundreds-of-years-long history of invading someone every few years.
You’re overstating the case somewhat but there’s definitely merit to that point. I think it’s a trap though to assume there can only be one aggressor in the situation: China isn’t a global military power but it has been quite aggressive around its borders and the current actions against the Uighurs, Tibetans, etc. are on a scale reminiscent of 19th century American campaigns against the native inhabitants. If you live around the South China Sea you’re quite understandably going to be worried to an extent that someone in Africa is not.
Most of those "actions" are reported to us by our government, whose ability to report objective fact has not been demonstrated. To take Xinjiang, in particular: do a deep dive into the reporting and see where it comes from. You'll discover that it all boils down to a report by one guy, a fellow of the Victims of Communism org named Adrian Zenz. His report has been responded to in various places, and whether you take the responses at face value or not, they bring up good points worth investigation that call Zenz into very serious doubt.
That’s a serious citation needed on all points, starting with the claim that only the U.S. government is reporting that and we somehow collectively imagined all of the non-governmental and non-U.S. coverage. I note in particular that the “various places” phrasing makes it hard to know what you’re talking about or how you determined those sources are credible.
It's worth reading the response from a person in China. That's not to say you should believe it _more_, but that you should hear what the objections are and whether they make sense (and whether that critique calls into question anything else in the original report, which, by the way, you should also read http://english.scio.gov.cn/xinjiangfocus/2020-09/14/content_...).
That said, "non-governmental" and "non-U.S." coverage can be suprisingly illusory. Pay attention to the sources next time you see a Xinjiang story, whether in or out of the U.S., and report back if you find out that it ultimately sources someone other than Zenz (of course, make sure to do this recursively).
It's also worth pointing out that non-governmental organizations get their funding from somewhere, and, surprise, the places most critical of China tend to get their grants from sources that are ultimately government funds. The National Endowment for Democracy and Radio Free Asia are particularly infamous for distancing themselves from their government ties (Allen Weinstein, a founder of the former, famously said in a 1991 interview that "A lot of what we do today was done covertly 25 years ago by the CIA.").
Not the way America is, no. China gives loans with minimal terms to build infrastructure, and has a record of forgiving the debts when they become unpayable. The US (via the IMF) lends money for infrastructure under terms that require concessions in government policy like "repealing wage laws" and "spending less on healthcare", and rarely discharges debt, instead lending out more money at worse interest with even more austerity concessions. If a government pops up thay doesn't like the terms, we coup them. China does nothing anything like that.
I think this is incredibly self evident but I’ll say it anyway, becoming well acquainted with the fact that you’re gonna die is the best way to gain clarity on what’s important. It’s the backdrop to everything else. It’s still shocking to me that people don’t understand how important this is to living a life that YOU want.

Probably the best autocomplete I’ve ever used across multiple languages but it’s not reliable at all for the more complex tasks that their marketing makes it seem it’s good at.
My problem with this is that we don’t even know the extent of “things” that can be computed, maybe consciousness is a type of computation that has yet to be discovered at which point I can very easily see the headline “consciousness is obviously computation”.
I’ve intuited this for quite some time. There seems to me to be a place within our psyche were decisions are made and I would bet that it’s not through our “thinking through a problem” paradigm where so many of us think our decisions come from.
I’m curious how this plays into the free will conversation. I think if people could get accustomed to seeing themselves and others as not having quite as much free will as one might think, that would do wonders for humanity.
