Looking at the result for youtube.com, it seems to rely on some specific sources such as court decisions but those sources are incomplete at best.

I'm using USA region without actually being there and non-USA store account. Something like a few months ago Apple News didn't load for me neither no matter what country VPN was set to. But now that I tried it again, it actually works just fine on iPadOS 13.4.1 correctly loading the USA stories based solely on the region settings.

It might be an option to connect the cameras to some computer (like an older laptop) via a USB extension cable and record the video locally, while using VNC, TeamViewer or some other remote desktop software to connect to that computer to view both the stream and the records when needed. No need for a cloud solution that way.

There are web inspector apps on the App Store. I use Inspect Browser [1] myself for that purpose.

I use that. It has a JS console but it doesn't seem to have access to JS on the page like the Chrome console does. If I had Chrome or Safari web developer tools I would only have the clunky text selection to complain about, and I can live with that.
