PCIE is slower than DRAM, so not having DRAM is not a performance improvement, but a hardware limitation reducing the scope of usability. Though it doesn't mean bad - cheaper to produce, serving its own use cases.
Process a stream of data - yes. Machine learning on large set of data - no.
I think what's implied by their marketing at least is that DRAM is included on the chip itself (unlike other solutions like GPUs with external RAM chips)... but the problem is that limits the amount of available RAM quite severely.
Babies are definitely hardwired to be attracted by the contrast of skin / areola on the female breast. Once they have targeted this contrast, they will do a very typical (also hardwired) "search" for the nipple: they come very close to the breast, open their mouth, do exploratory sucking via fast breathing, and quickly move their head left and right until they have "docked" on the breast. They start doing this minutes after birth (they are also hardwired to search for the breast when placed on the mother right after birth), and stop once their sensory systems are fully developed and they have learned how mom looks, how mom smells, and where mom's breast is (after 1-2 months). On my own child, I even noticed how it once mistook the snout of a teddy bear for a female breast.
The "will suck at anything" instinct is IMHO a fall-back mechanism if for some reason a female breast is not available.

To me, it's an issue of political deception. Corruption is one of the prime factors in political decay, and history shows that there's nothing good about political decay.
In the US, people are becoming increasingly tolerant of corruption. These days it more often invokes funny euphemisms than action. Politicians have innate incentive to fall into corruption, and it's expected that some of them do from time to time. But, it's the people's job to keep them in check.
If this country values funding science, then it should let the scientists determine where and how the money should be spent, not politicians, not lobbies.
The are two different models for judging someone's actions. Intent and outcome. OP is judging that his intent is bad even if the outcome is good - sometimes that is important to remember.
During week days I often pay attention to signs while I am walking/driving through to keep in mind if I will be able to park there on Saturday or Sunday. With these new signs - that would be impossible.
You also wouldn't know if you can park after the sign changes in general. If it says you can park from 3 to 11PM, what do you do if you arrive at 10:30 and you want to know what happens at 11? With a sign that shows all the requirements, it might say that parking costs money from 3-11 and after that it's free, or it might say that you can't park at all after 11. With these signs, you don't know until 11.
