I guess stock price is a reflection of crap management which in return leads to these behaviours. Maybe I should check the stock price first before deciding on a product.
Going on a tangent from a tangent, I think that the 2*12h clock is a horrible idea that should have been rejected from the start, and the Product Manager who proposed it 3 thousand years ago should have been immediately put into the dungeons and fed only once a day at 12PM. Anyway, now we know better and there's no good excuse not to use a 24h clock as the default across all systems.
As usual the problem is Americans. We won't learn metric and refuse to use the 24 hour clock. It removes ambiguity and solves so many issues but since it would require people to stop and think what 1600 means for the first few months it will never happen here.

Is that for user email? I think that is semi-understandable as Facebook wouldn't want to mix their authority with that of the users, like github.com vs github.io.
Commercial power nearly always pays a monthly charge based on the peak deliverable power.
However, the utility rates are regulated, and the regulators allow the power companies to charge customers more to recoup any capital expenditures. Presumably when demand increases, the utilities increase capex to meet the demand.
